2003 Governors Summit Voting Results
The following is the results from the balloting at the Territorial Governors Summit. Those items that passed with a 2/3 majority will become effective at End of Trail 2003. Those items that passed/failed but had less than a 2/3 majority will be sent out to all Territorial Governors to vote by written ballot.
Agenda Item 1 - Once an agenda item has been defeated by a two thirds majority of the Territorial Governors, the basic premise of that agenda item, however re-worded, cannot re-appear on the summit agenda for a period of three years. The Wild Bunch would have the authority to revisit any agenda item as necessary. – PASSED
Agenda Item 2 - Should clubs have the authority to require wrap-around style shooting glasses or require shooting glasses to have side shields for added safety. – SENT FOR RATIFICATION
Agenda Item 3 - Allow the use of frangible bullets with the following provision: That a committee must test, review and evaluate any brand of bullet submitted by a manufacturer so it meets all SASS established criteria. TABLED AND MOVED TO COMMITTEE-NOT A VOTING ISSUE
Agenda Item 4 - Shotgun shell slides may not be worn over shotgun belts. - PASSED
Agenda Item 5 - Outlaw seating caps on a cap and ball pistol with the hammer of the pistol. - PASSED
Agenda Item 6 - "In a "cap only" ignition, the Frontiersman should be allowed to continue firing the Remaining chambers. On a complete failure to fire, the shooter should be allowed to hammer strike the rap a second time. If the cap does not go off with the second strike or in a "cap only" ignition, the firearm could be recapped or the firearm should be grounded or handed off to the RO. The firearm is in an unknown state and should not be bolstered." - MOVED TO RO MATERIALS - NOT A VOTING ISSUE
Agenda Item 7- Dry firing at the loading table will result in a stage disqualification. Dry firing may be done at designated safe areas. Dry firing is defined as the act of bringing any gun into a shooting position, cocking the hammer and pulling the trigger as if to cause the gun to fire normally. - PASSED
Agenda Item 8 - Shadow shooting (pantomiming or pretending to shoot the stage without actual firearms) after leaving the loading table will result in a stage disqualification. Once a shooter is called to the firing line, all firearms, ammunition and other necessary props should be staged quickly and the shooter should proceed immediately to the starting position. - SENT FOR RATIFICATION
Agenda Item 10 - Remove the restraints in the Gunfighter Category that require a Gunfighter to alternate pistols. Allow a Gunfighter to (if the stage is designed for a gunfighter to pull both pistols) pull both pistols and fire the guns in any order the shooter wishes. The Gunfighter still must engage the targets in the same order as shooters from other categories and may not holster a pistol with live rounds unless the pistol(s) were shot at the wrong position. - PASSED
Agenda Item 11 - Failure to stage guns or ammunition at the proper position is the fault of the shooter and will be scored as a single procedural penalty. Such failures, if corrected by the shooter unassisted under time, will not result in any penalties. - PASSED
Agenda Item 12 - Failure to engage shall apply only to non-shooting functions called for within stage descriptions (i.e. throwing a rope, using a bullwhip). - SENT FOR RATIFICATION
Agenda Item 13 - Should the 49er category be changed to an open category as all other age-based categories are currently? Rather than its original intent which was to divide the Traditional category. - PASSED
